Synopsis
En la idílica ciudad de Rovte, en los Alpes eslovenos, el alcalde local, Franta, está a punto de perder las elecciones. Desesperado tras fracasar en el debate televisado, pide ayuda a Jozica, su amante, que le aconseja que busque a Fleischmann, el único delincuente capaz de resolver sus problemas tan rápidamente. A sólo cuatro días de la votación, Franta está dispuesto a olvidar la moral y los valores, tomando medidas drásticas para mantener el control de la ciudad.
